Department for Local Government Announces New Executive Director of the Office of Financial Management and Administration
 
FRANKFORT, Ky. (May 9, 2019) – The Department for Local Government (DLG) has named Will Rich as its new executive director of the Office of Financial Management and Administration. In this position, Rich will oversee budget review and other services that DLG provides to county governments.

Rich joined DLG’s staff in August 2018 as an attorney in the Office of Legal Services. He has more than two decades of experience as a practicing attorney, including 11 years as a managing partner in his own private practice based in Paris, Ky. Rich is admitted to practice in the Commonwealth of Kentucky, including all state and federal courts.

He has also served as a staff attorney with the Justice and Public Safety Cabinet. In this position, Rich was assigned to the Department of Corrections, where he defended inmate claims in state and federal court such as appeals of institutional disciplinary action, civil rights claims under 42 USC § 1983, the Americans with Disabilities Act (ADA), and the Rehabilitation Act, and petitions for writ of habeas corpus and writ of mandamus.

“In the time that I’ve worked with Mr. Rich, he has proven to be true asset to our department,” DLG Commissioner Sandra K. Dunahoo said. “I am pleased to see him assume this new role as our executive director of the Office of Financial Management and Administration. I know he will continue to do great work in this capacity.”

Rich holds a juris doctorate from the Regent University College of Law in Virginia Beach, Virginia, as well as a bachelor in accounting from the University of Kentucky. He is a member of the Kentucky Bar Association and the Bourbon County Bar Association.

“I sincerely appreciate the opportunity to be of service to the Commonwealth, as well as its city and county governments and its special taxing districts,” Rich said. “I look forward to continuing the important work of DLG.”

A lifelong sports fan, Rich enjoys rooting for the University of Kentucky and the Cincinnati Bengals. Rich lives in Paris, Ky. with his wife, Stephanie, and his daughter, Anna.
