City of Whitesville Receives $541,250 CDBG Grant for Infrastructure Rehabilitation Project

Grant Will Fund Significant Repairs at Wastewater Treatment Plant

FRANKFORT, Ky. (October 28, 2019) – The Department for Local Government (DLG) today announced a $541,250 Community Development Block Grant (CDBG) allocation for the City of Whitesville to make substantial upgrades to its wastewater plant. These upgrades will improve the efficiency of the plant, reduce operations and maintenance costs, and safeguard public health by eliminating and replacing failing equipment.

“We are excited today to announce $541,250 in CDBG grant funding for the City of Whitesville,” said Gov. Bevin. “Our Department for Local Government works closely with local officials to address priority projects that will most positively impact their communities. This significant investment is based on those discussions and will enable vital infrastructure improvements to be made.”

The City of Whitesville’s wastewater plant is nearing its 40 year lifespan, and there are parts of the treatment plant that need to be replaced due to malfunction, and/or upgraded to newer technologies to ensure that the effluent that is leaving the plant is safe to be discharged.

The project consists of upgrades to the wastewater treatment plant and will include replacement of three blowers, improvements to the UV disinfection system, removal of solids from the lagoon, rehabilitation of the effluent pump station and gravity filters, replacement of leaking air head piping, and installation of additional aeration headers.

“Communities across the Commonwealth are facing wastewater infrastructure that is nearing the end of its useful life,” said DLG Commissioner Sandra Dunahoo. “These system-wide improvements will lead to more efficient and reliable service for nearly 260 residential customers, as well as providing state-of-the-art safeguards against the contamination of our environment.”

Community Development Block Grant Program

The CDBG program, overseen by the U.S. Department of Housing and Urban Development, provides assistance to communities for use in revitalizing neighborhoods, expanding affordable housing and economic opportunities, providing infrastructure and/or improving community facilities and services.
