Governor Bevin Appoints Todd Cooper as Ballard County Judge-Executive

FRANKFORT, Ky. (July 18, 2017) – Governor Matt Bevin today appointed Richard Todd Cooper as Judge-Executive of Ballard County.

Todd Cooper, of Barlow, has most recently served as Deputy Judge-Executive and was previously the Ballard County Sheriff from 1995 to 2015. He is a 1984 graduate of Ballard Memorial High School, a 1986 graduate of Paducah Community College, and a 1988 graduate of the University of Louisville—with a bachelor’s degree in history.

Prior to joining the Ballard County Sheriff's Office in 1990 as a special deputy, Cooper worked for several years as a residential carpenter. He attended the Department of Criminal Justice Training Academy at Eastern Kentucky University, where he graduated in 1992.

"I would like to thank Gov. Bevin for the opportunity to continue serving the citizens of Ballard County by appointing me as the new Judge-Executive," said Cooper. "I am excited about the future of our community and want to thank the Lord for His goodness."

Mr. Cooper is an active member of the Ballard County Chamber of Commerce and lifelong member of the First Baptist Church of Wickliffe, where he has served as a Deacon since 1994. He and his wife, Marla, have also participated in Lifeway Youth Summer Camps across the U.S. since 1990. They have three children (Laine, Kayla and Keagan) and two grandchildren.
