City of Vanceburg Receives $1,000,000 Community Development Block Grant Funding Award

Grant Funding Will Allow for Major Wastewater Treatment System Rehabilitation

FRANKFORT, Ky. (August 30, 2019) – The Department for Local Government (DLG) has announced a grant award of $1,000,000 in Community Development Block Grant (CDBG) funds to the City of Vanceburg, in Lewis County, for major waste water system improvements.

The City of Vanceburg’s Electric Plant Board has, over time, inherited the operations and maintenance of four package treatment plants. All four plants are aged and deteriorating beyond repair and struggle to meet Division of Water (DOW) parameters. Due to their proximity of the Ohio River, a failure of these plants would be detrimental to those waters.

The project consists of the design and construction of a new 64,000 gallon-per-day pre-cast concrete activated sludge wastewater treatment plant in the Black Oak Industrial Authority to replace four aged and deteriorating package treatment plants: two in the Meadowbrook subdivision, one in the Echo Hills subdivision, and one in the Black Oaks Industrial Park.

“I’m proud that the DLG could play a role in the construction of this new wastewater treatment plant,” said DLG Commissioner Sandra Dunahoo. “This project will provide improved service to nearly 200 households in Lewis County, as well as help to protect the Ohio River watershed from contamination.”

The existing systems are in close proximity to each other and will be connected via four- and six- inch force main pipe. The four existing plants will be decommissioned and replaced with pump stations. Three of the four outfalls will be eliminated, and one will be used for the new plant.

“Providing access to clean water and properly maintaining our wastewater treatment systems are among the highest priorities of the Commonwealth, and I’m thankful to Governor Bevin and Commissioner Dunahoo for securing this grant funding,” said state Senator Stephen West.

“I’m pleased to see Vanceburg receive this grant so it can make needed upgrades to its wastewater system, which is a critical part of our infrastructure,” said state Representative Rocky Adkins. “I’d like to thank everyone who played a part in making this project a reality.”
