FUNDING NOTICE: CDBG 2010 DISASTER RECOVERYThe Department for Local Government (DLG), Office of Federal Grants, has received $13 million through the Department of Housing and Urban Development (HUD) to assist communities for disaster relief, long term recovery, and restoration of infrastructure, housing and economic revitalization in the areas affected by the severe storms and flooding from May 1, 2010 through June 1, 2010. Eighty-three (83) Kentucky counties have been included in the presidentially declared disaster. All local units of government (cities and counties) within the designated 83 county area will be eligible for the Disaster Recovery program, including HUD Entitlements within the affected areas (eligible communities listed below). Please note each city or county may submit only one application per jurisdiction. The maximum grant award will be $300,000. These funds can be used to assist counties/cities with recovery that address public facilities and infrastructure restoration needs, job retention, economic revitalization, housing needs, mitigation of public health and safety hazards, as identified by the local communities. These funds may not be used for activities reimbursable by or for which funds are made available by, the Federal Emergency Management Agency (FEMA), the Army Corp of Engineers; however these funds may be used as matching funds for those funding sources.
Please note that DLG will utilize the CDBG program monitoring policies, procedures and application forms for ensuring compliance with federal guidelines. All local units of governments (cities and counties) within the designated 83 county area will be eligible for the Disaster Recovery program, including HUD Entitlements within the affected areas. Each city or county may submit only one application per jurisdiction.
The citizen participation waiver will permit a more streamlined public process, but one that still provides for reasonable public notice, appraisal, examination, and comment on the activities proposed for the use of CDBG Disaster Recovery grant funds. This waiver does two things: (1) it removes the requirement that a grant applicant must hold public hearings or meetings to disseminate information and collect citizen comments and (2) it shortens the review and comment period to seven days. In order to comply with the citizen participation requirement, the applicant must post a notice and a draft of the proposed application on the unit of local government’s official website. A sample notice is provided on Department for Local Government’s website. If a unit of local government does not have an official website, the notice much be published in the newspaper of largest circulation in the jurisdiction with directions as to where the application may be inspected. In addition to web posting or advertising, the public can also be made aware of a grant application by public service radio announcements and bulletins posted at public places. All comments must be responded to and maintained.
